To compare survey privacy, examine the roster, response records and published outputs separately. A product can protect the employer-facing report while still holding identity-response links internally. Another can avoid importing the roster. Neither description alone establishes the safety of every result.

An open-link survey may collect no roster, while offering a different way to manage eligibility and repeat participation. A roster-based provider may retain identity-response linkage but give the employer only controlled reports. A case-reporting system may need to preserve an individual account so someone can investigate it.
Those are different design choices. Comparing them requires the intended use, the precise data handling and evidence of the controls. A feature list or the word anonymous cannot resolve the choice by itself.
Ask to see how a result handles an unusual incident, rare role or small population. Removing names or paraphrasing a comment can leave the identifying fact intact.
The relevant question is whether useful information can be reported without exposing the respondent, and whether the product withholds information when it cannot.
